Quilting is an important cultural activity. Different patterns mean different things, and quilts were used as signals if a location was safe on the Underground Railroad. Women also used to get together and make quilts, women did this frequently in the Mid-west around the 1930's, as a way to bond while participating in a practical activity. It is known that the Works Progress Administration documented cultural activities, to preserve the culture before it died out, and to learn the heritage of the country.

Young defense woman. This young woman, trained in a National Youth Administration (NYA) work center, is contributing to defense as the result of skill acquired on the government project. Scene from Women in Defense, Office of War Information (OWI) motion picture which Mrs. Eleanor Roosevelt wrote the commentary. In addition to industrial workers the film shows defense activities of women of science and the volunteer services
Women worked in factories during World War II to help the war effort, the Works Progress Administration documented their work. As the United States of America joined World War II they needed factory workers, and their economy had not fully recovered yet, so the Works Progress Administration was still intact. Therefore, the Works Progress Administration logically would train youth, in the National Youth Administration, in activities and jobs that would assist with the war effort.

Correspondence from the National Youth Administration offices in Arizona, Washington and Iowa answering queries from the California National Youth Administration office on the extent of out-of-state advertisement for students to enroll in fly-by-night aircraft schools in San Francisco and Los Angeles. The clippings reveal the assumption of school names which imply an official connection with the aircraft industries and infer that graduates are guaranteed employment. "Airplane builders, men wanted", "Short training, Jobs waiting" and "Pay half tuition after going to work" are typical excerpts from the clippings displayed on this bulletin board
The National Youth Administration was designed to provided education or training for young adults in the United States of America, and find them jobs. With World War II looming they would have needed people to build airplanes to fight the war. The National Youth Administration provided the link between the young adults and the jobs, benefiting both the young adults and the United States of America.
