A section of people who were part of the Works Progress Administration were tasked with documenting the history and culture of the United States of America. Leaving the cornerstone with the organization's initials allows the NYA to be apart of that history and culture. The cornerstone was placed before the United States of America entered World War II. During the war the NYA would not have spent time placing a cornerstone as it would have taken time away from the more pressing task of supporting the war effort.
