The World War I had just ended or would end soon, and many young men had died in the war so women would need to keep step into their jobs they left behind, such as farming. Women who worked before the war only worked becasue they had no other option, in contrast the women on the poster look happy and it could be interpreted that the author of the work wanted the women to be idealized.
